Do maritime safety actions deliver lasting risk reduction? Evidence from AIS-based near-miss analysis using difference-in-differences

Maritime administrations often implement targeted safety actions to reduce collision risk, yet rigorous empirical evidence of their lasting impact remains scarce. A recent study addresses this gap by evaluating a special safety action in Ningbo–Zhoushan waters using a novel AIS-based framework and difference-in-differences design. Analysis of near-miss events, measured through vessel trajectory data, revealed no statistically significant reduction in risk indicators. While the methodology demonstrates the value of behavioral data for policy evaluation, findings suggest caution regarding the action's effectiveness, particularly given seasonal influences.
