Combination skin and dull what to do?

Hello I'm 39 and my skin has become a mess! I've been trying to understand what can I do and so far the best thing has been the Cerave face wash and the oil control moisturising gel cream for my combination skin. This has 100% helped with the breakouts I used to get often. When I get a breakout, which has happened less and less I use La Roche Posay effaclar Duo+M and it does the trick.

However, the CeraVe Skin renewing eye cream, I can't tell the difference. I was using Nuxe for the baggy eyes before and I didn't notice any difference.

But also. And this is the main thing. My skin is dull. And every time I've tried something it doesn't seem to do well with my combo skin.

I was looking at Froya but it seems very scammy, and then some things from The Ordinary, but I still can't tell. Any help is appreciated! Thank you!
