In 2026 the International Seabed Authority (ISA) again failed to adopt its exploitation regulations (the “Mining Code”), while the United States—outside the ISA framework—moved to fast-track commercial seabed mining through a domestic permitting route. Against this backdrop, this paper argues that the decisive variable in the emerging order is not capital or even technology, but human capital: the people who can engineer seabed systems, draft technical standards, and negotiate the rules. Focusing on China and comparing it with the United States, Japan, Germany, France and the Republic of Korea, the study (i) reviews the fragmented literature on DSM technology, environment, governance and marine education; (ii) develops a three-pillar analytical framework and a transparent, ordinally-coded Deep-Sea Mining Talent and Capacity Index (DSM-TCI) built exclusively on sourced indicators; and (iii) analyses China’s position using authoritative ISA, treaty and national data. Results show that China leads on resource base, research output and policy support, but lags on a dedicated disciplinary base and, critically, on the supply of “rule-literate” international talent—precisely the capability that the current rule-making window rewards. The paper proposes three mutually reinforcing measures keyed to the closing window: an integrated disciplinary pipeline, a programme for rule-literate international talent coupled to capacity-building diplomacy, and a national talent–project–standards consortium with a rapid-reserve mechanism.
