This paper examines how stakeholders sustain cooperation on a zero-emission shipping corridor under acute geopolitical tension.MethodsUsing a qualitative case study of the Los Angeles-Long Beach-Shanghai Green Shipping Corridor between 2022 and 2025, the analysis draws on collective-action theory, regime-formation theory, and complex interdependence, and engages recent scholarship on polycentric and multi-stakeholder ocean governance to develop two analytical concepts, institutional insulation and negotiated gradualism. Evidence is drawn from a documented corpus of partnership reports, port and government records, primary trade-policy documents, and independent regulatory, corporate, and trade sources; key empirical claims are triangulated against non-partnership sources and flagged where they rest on partnership reporting alone.ResultsSubnational and industry actors sustain operational cooperation even as U.S.-China relations deteriorate, achieving early milestones in shore-power deployment, alternative-fuel voyages, and standardized reporting, while fuel-price volatility, infrastructure-financing gaps, and unequal bargaining power confine activity to demonstration scale. Institutional insulation describes the deliberate channeling of cooperation into bounded technical workstreams to shield progress from national-level geopolitical disruption, with observable indicators that distinguish it from cooperation that merely happens to remain technical and the conditions under which it is expected to fail.
