In what is being called the largest shipbuilding contract in the history of Quebec, Prime Minister of Canada, Mark Carney, announced a C$11.3 billion (US $7.9 billion) investment to construct six new icebreakers for the Canadian Coast Guard.

The contract awarded to the Chantier Davie shipyard in Lévis, Quebec, will see the construction of a fleet of Polar Class 3 icebreakers which will replace the Canadian Coast Guard’s ageing fleet of icebreakers.

According to reports, construction will begin next year at Canada’s Davie Shipyard in Lévis, with the first ship scheduled for delivery 5 years later, while the entire fleet of icebreakers will enter operations by 2038.

The ambitious program will make Canada the home to NATO’s biggest icebreaking fleet, since the U.S also operates just 3 polar icebreakers, which are relatively old.

The new icebreakers will operate throughout the year, by being a part of different operations such as clearing ice in Atlantic Canada and the St Lawrence River in winter, engaging in search and rescue missions, environmental response operations, and also supporting scientific research in the Arctic by ensuring timely supply of essentials like food and other equipment. They would also bolster national sovereignty and safeguard Canadian interests.

Economic Impact of the Project

The shipbuilding project, which is being pushed forward under the government’s ‘Buy Canadian’ procurement policy, will use raw materials from Canada itself. The ships will be built with steel from suppliers in Ontario, like Brannon Steel and Algom Steel.

It will also create at least 5000 direct and indirect jobs in the first phase alone and boost Quebec’s shipbuilding industry along with creating opportunities for over 1500 suppliers in Canada.

Strategic Importance and The ICE Pact

The project comes at a critical time, ensuring Canadian export routes via waterways can remain open and accessible and also solidifies the country’s presence in the Arctic, which is now being contested by China, Russia and even the U.S.

The contract also underscores Ontario’s capabilities under the ICE Pact; a partnership between the United States, Canada, and Finland which involves pooling resources to build polar icebreakers.

As the U.S maintains a depleted and ageing icebreaker fleet, as already stated before, the Canadian project to build 6 new icebreakers gives leverage to Canada and strengthens its position within the pact and even within NATO.

PM Carney, when questioned about the ICE Pact and the current trade tensions with the U.S said that Canada’s new icebreaker project serves as a “reminder of one of the many, many, many things that the United States needs from Canada.” He also added that a cooperative approach would be the most sensible for both moving forward.

The contract is the culmination of the statement of intent in 2019, after which an initial C$19.6-million design contract was signed with Chantier Davie in 2024.
